The Torkel Opsahl Academic EPublisher (TOAEP) furthers the objective of excellence in research, scholarship and education by publishing worldwide, in print and through the Internet. As the first open-access international law publisher, its entire catalogue of publications by more than 920 authors has been a digital public good since its establishment in 2010.
All TOAEP publications can be accessed through this web site, by author name or through the page dedicated to each of the five TOAEP publication series: the Publication Series, Policy Brief Series, Occasional Paper Series, Law of the Future Series, and Nuremberg Academy Series. The publications are also available in the ICC Legal Tools Database and in Lexsitus.
Fully independent, TOAEP is owned by the Centre for International Law Research and Policy (CILRAP), incorporated by royal decree in Brussels. TOAEP also enjoys a working office in the CILRAP Bottega in Florence. Morten Bergsmo is TOAEP’s founder and responsible Editor-in-Chief, having named TOAEP after his university teacher, late Professor Torkel Opsahl (1931-1993), a leading international and constitutional law expert in Europe who dedicated his last years to laying the foundation of the rise of international criminal justice.
TOAEP has placed international criminal law and issues of transitional justice centrally in its initial publishing portfolio. Three leading clusters of TOAEP publications stand out: on philosophical foundations of international criminal law, on its historical origins, and on the practice of criminal justice. Nine thematic libraries of TOAEP publications are available online.
TOAEP authors may not use text generated by large language models or artificial intelligence in manuscripts that they submit for TOAEP publication, as detailed in the TOAEP Authors’ Manual.
